John Carroll is a Senior Advisor at the U.S. Department of State. Prior to joining the Department of State, Carroll was a Partner with Lakeland Capital, a multifamily investment firm, where he was responsible for investment and management activity. Prior to joining Lakeland in 2022,  Carroll was a Director at Hines, where he was most recently a member of the Mid-Atlantic Acquisitions & Development team and participated in approximately $2bn of transactions. Earlier in his career, Carroll was a member of Hines’ Capital Markets Group, where he worked on various capital raising initiatives, including the structuring and capitalization of the firm’s global investment vehicles and one-off joint ventures. Carroll graduated with a BA in Economics from Georgetown University and was the captain of the Men’s Varsity Rowing Team.
